Curriculum cycles. Course content is revised on multi-year cycles, and technology has moved faster than that.

What has partially filled the gap
Supplier training programmes, which are effective and specific to that supplier's equipment. Employer-led apprenticeships, which produce the right skills and require the employer to carry the cost. And internal training built around a shop's own equipment, which works and does not transfer.
None of these builds a general pipeline. They produce people trained for a particular shop, which is valuable to that shop and does not address the market-level shortage.
